National Shelter is the peak non-government organisation representing the interests of low-income housing consumers, and has been in operation since 1976.  It comprises representatives of Shelter bodies in all States and Territories, and also includes representation from such national bodies as the Australian Federation of Homelessness Organisations, the National Youth Coalition for Housing and the National Association of Tenant Organisations.  National Shelter cooperates closely with other national bodies such as the Australian Council of Social Service and the National Community Housing Forum.

The aim of National Shelter is the realisation of a housing system which ensures:

  • that every person has access to affordable, appropriate, safe and secure housing;

  • housing provision free from discrimination, and

  • housing provision which enhances people's health, dignity and life opportunities.
